U.S. Embassy Bridgetown is pleased to announce the selection of Ms. Ophelia
Blanchard of St. Kitts and Nevis to participate in the U.S. Department of State’s
International Visitor Leadership Program (IVLP), the United States’ flagship
professional exchange initiative.
A dynamic leader in information and communications technology, Ms. Blanchard
currently serves as Acting Director of Technology in the Ministry of Information,
Communication and Technology, Government of St. Kitts and Nevis. She plays a
central role in advancing the Federation’s digital transformation agenda,
including expanding e-government services, strengthening cybersecurity
frameworks, modernizing ICT infrastructure, and guiding strategic technology
initiatives.

Ms. Blanchard will join fellow international leaders for the IVLP project, “Telecom
Infrastructure: Enhancing Security and Resilience.” The program will examine
the protection of undersea telecommunications cables, responsible for carrying approximately 95 percent of global data, while addressing vulnerabilities posed by natural disasters, cyber threats, and sabotage. Participants will also engage with
policymakers, private sector leaders, and academic experts to strengthen
partnerships and advance international cooperation in safeguarding critical
digital infrastructure.
Ms. Blanchard’s selection reflects her leadership in the ICT sector and
underscores the importance of international collaboration in building secure and
resilient digital networks. The U.S. Embassy Bridgetown congratulates Ms.
Blanchard on this achievement and looks forward to the continued strengthening
of U.S.–Caribbean partnerships through programs such as the IVLP.
